I think it means that if a child has a mission to perform in the next life, and is permitted to appear to his earthly parents, he/she may appear as an adult. But during the millennium they will, be resurrected and come again as they were before they died.

My take on Hyrums explanation is that he is possibly referring to the final state of the resurrected spirit body being a full grown adult while Joseph's quote may refer to the beginning state right after resurrection when the spirit body is in the form of a child to then go through maturity till adulthood and "have completed their mission".
Thats just my thoughts on it but I'm not a scholar by any means.

I am confused by the last sentence from Hyrum Smith, the Patriarch. He states (speaking of adult spirit bodies) "and as they will also appear after the resurrection, when they shall have completed their mission."
This is not the case with infants and children--if they die as infants or children, when they are resurrected, they will be resurrected the same as they laid down in the graves (they will not have adult spirit bodies) and the parents will have the joy of raising them to maturity. See the quote from Joseph Smith at the bottom. So I am confused by the Patriarchs wording. Any thoughts?
