To me, both the explanation and one comment have not understood the point in the question. If God knows what we are going to choose, then when the choice if placed before us WE may not think we know what we will choose but the choice we make MUST be the choice God knows we will make. Hence there really is no agency. If choices A & B are placed before us and God knows we will choose B, the we can not choose A, because then God would not know our choice. We must choose B to maintain his knowledge of our choice. We MUST choose what God knows we will choose. Else God will not know what we will choose until we choose it. THEN we have agency because WE get to choose. God may know the best choice, but we have the agency to make that choice. Here if God knows that B is the best choice, but we chose A, we will not have chosen the best but it was our choice.

Another way of putting this would be that although Heavenly Father knows what we will do or would do, we do not! We think we may know what we will always do, but until the situation occurs, we don't really know. We came here partly to find out what we would do in the circumstances given to us. Would we be faithful or fall away? Would we search out truth and accept it? Would we share that truth? And I think you might need to realize that the plan is the plan of salvation, not an individual life plan where each step is marked out for us. We are given individual circumstances which we would decide how to handle based on what we want most. Only after death would we know how well we learned the lessons Heavenly Father gave us in life.
