In learning about the 3 degrees of Glory, I’ve read that in the Telestial Kingdom we have the companionship (Gift) of the Holy Ghost; and in the Terrestrial Kingdom we have the companionship of the Holy Ghost and the Savior Jesus Christ; and the Celestial Kingdom has the companionship of the Holy Ghost, the Savior Jesus Christ, and God The Father.
So the Apostles and everyone else had to be restricted from receiving the Gift of the Holy Ghost while the Savior Jesus Christ was on the Earth because that is the very definition of the Terrestrial Kingdom, and it was not the time to elevate the Earth to that Kingdom.
