In order to be married in a Mormon temple, members must receive a recommend from their bishop and stake president attesting to their worthiness. All guests who attend a Mormon temple wedding must have similar, valid recommends.
The only conditions to receive a priesthood blessing in the Mormon faith are faith in Jesus Christ and a desire for a blessing from the Lord.
When Mormons sustain someone as a leader, they promise to help and support that leader and not to criticize him. If there is a serious issue of worthiness, Mormons are advised to go to the leader who is directly over the leader in question and leave the matter to be handled by the proper authority.
