According to my understanding, the earth itself will become a celestial kingdom and the righteous will inherent it. D&C 88:18,D&C 88:25, D&C 45:58 (63:20). This Celestial kingdom where the righteous of this earth will dwell does not exist as of yet.
"In that great change, or resurrection, which shall come to this earth, it shall be
sanctified, celestialized and made a fit abode even for God the Father, who
shall grace it with his presence. (D.C. 88:19.) Then shall the righteous, those
who have become sanctified through the law of God, possess it for ever as their
abode. This earth is destined to become the everlasting residence of its inhabitants
who gain the glory of the celestial kingdom. It shall become in that day like the
throne of God and shall shine forth with all the splendor and brightness of
celestial glory in its eternal, sanctified and glorious state” (Smith, Way to
Perfection, 351).

In D&C 129:1-3 we are told that "There ARE two kinds of beings IN heaven, namely...resurrected personages... Secondly: the spirits of just men made perfect, they who are not resurrected [yet], but inherit the same glory." This is now, and precedes the final judgment. Many are already there. This informs us that, even now, those who are worthy of celestial glory but have not yet been resurrected are in heaven, shall we say, "mingling with gods" who HAVE already been resurrected and are presently in celestial glory. Who are those already resurrected, you ask? Well, it started with Jesus, and He, of course took legions of others with him beginning on Easter Sunday, 1981 years ago, in 33 A.D. Abraham, Isaac, and Jacob, too, are obviously some of those who joined Jesus in celestial glory at that time, for it says in D&C 132:37 that "they have entered into their exaltation...and sit upon thrones, and are not angels but are gods." We should note also that the Terrestrial City of Enoch and all of Zion's inhabitants with him were also "with Christ in his resurrection" (D&C 133:55), so the Terrestrial City became the Celestial City (or Kingdom) at that time also. Otherwise you would have resurrected, exalted, celestial beings still living in a terrestrial world. Before that time (Easter Sunday, 33 A.D.) there was no Celestial City yet because it was still Terrestrial. The first exalted person from this earth was Jesus Christ. When our Lord and King ascended and joined his fellow Exaltees in the (now transformed) Celestial City, THAT was the true beginning of the Celestial Kingdom, as it pertains to this earth anyway. How could you have a "Kingdom" before that without its "King"? Of course there are countless Celestial Worlds out there from previous worlds which exist, too. But I speak only of this earth and its inhabitants, and the Celestial Kingdom to which they may ascend.
