The council in heaven occurred on this Earth when in a spiritual form. Thus it is very likely that the inhabitants of this Earth only where the ones present.

If the atonement is in fact infinite then why is the role of Satan not also? When Satan is permanently banished then who will fulfill his role in future worlds?

In JD 14:71, President Young said: “Consequently every earth has its redeemer, and every earth has its tempter”. First Born, Savior, Redeemer are all titles and as such can mean multiple people.

This is much more likely than to think this Earth is the “lucky” one out of an infinite list of others.
