I once recall watching the movie "Full Metal Jacket" where one of the Marines "in country" (Vietnam, Tet Offensive, 1968) describes how he always wanted "to travel to a far away land, meet interesting people, and KILL them". More than likely expressing cynicism rather than psychosis, though with PTSD who can say. And this where the stated policy of the Theatre command is to "win their hearts and minds". The "gospel" according to the late Stanley Kubrick, I guess.

People suffer pain, misery, and death for all sorts of reasons. When you dealing with large populations, of course there will be varying degrees of 'guilt', with some outright innocents (e.g., small children). The Lord allows calamities to befall a nation for His reasons, some seem evident, others less so. I'd say that certainly our Heavenly Father would have preferred a way to pluck out the dastardly individuals who were the 'movers and shaker's in evil regimes that we know of today, e.g., single out Hitler, Himmler, Tojo, etc. to be taken out by the destroying angel. But that's not how the Lord works. Rather, many men and women on our side saw the cause of freedom was just, and sacrificed themselves, some with their very lives, that freedom and justice would be restored to these lands. Of necessity, the process gets rather messy with lots of 'collateral' damage. But look at the outcome some 75 years later. Stakes of Zion and Temples dot the lands where the Nazis and the Japanese Imperalists once visited with great cruelties, where freedom of conscience and religion is respected. The same outcome is now happening to lands once behind the "Iron Curtain" (an outcome I never would have predicted to live to see when I joined the Church in 1979), at least we didn't have to go through WWIII to get there! Who can say what will happen in lands where the Church hasn't been able yet penetrate (e.g., Islamic countries)? Truly the days of miracles aren't passed.
