That&#039;s not entirely accurate.  Probation (either informal or formal) can involve restrictions on some privileges (like giving priesthood blessings) but not others (like home teaching).  It&#039;s in the discretion of the council.  See Section 6.9.1 of Handbook 1.   Here&#039;s the applicable language:

I can see a lesson being referred to as a lecture by one not being well versed in the home teaching tradition.  ]]></description>

					<description><![CDATA[There are 2 other reasons 1 he could have felt like he was unworthy uncomfortable at giving one. 2 he could have been on probation on there for not able to for that period of time to give one, what ever the reason it should not be taken person whether someone for what ever reason feels uncomfortable for giving a blessing if it for other reason than probation then they are missing out and possibly may have to answer to God on why they didn&#039;t.
