Being 'clean shaven' is considered a conservative standard of grooming in modern society. Some callings, like temple workers, those in bishoprics, stake presidencies, Church employees, and, of course, full-time missionaries, are required to dress and groom themselves in a conservative and modest fashion since their appearance reflects upon the Church.

Look at it this way. Members of our military must likewise observe strict grooming standards not only for hygienic purposes but also for morale, both individual and unit. In some cases, these standards may be temporarily relaxed, depending on circumstances and the views of the Commanding Officer(s). For example, when an SSBN (ballistic missile submarine) leaves port, it's officers and crew will be smartly attired, pinky-cheeked, and 'high and tight'. Once that boat leaves Bangor or Kings Bay, however, the men may be allowed to let their beards grow (some Captains let the officers grow them as well, others insist it's a privilege afforded enlisted personnel only). Be assured that when that nuclear boat returns to port, however, the razors come out, the uniforms are cleaned and pressed, and the crew is expected to be as smartly attired and groomed as when they left. One's appearance is a form of RESPECT.

Now, if a FEMALE temple worker needs to shave...she's probably a Latina. My sophomore French teacher had more of a 'stache' than I did (sigh).
