I agree with Keith here, God heals , not people, including not priesthood holders. Most denominations make claim to have the power to heal but it is God who chooses who and how to channel healing.

First and foremost, let us understand that it is God who heals a person according to their faith, but more importantly, according to His Divine will and purpose. Man, in and of himself, cannot heal anyone. Those
who have been given Priesthood authority are instruments in the hands of the Lord and act in God’s stead as far as administering to the needs of a person in need of healing, but it is the power of God working through them that does the actual healing.

Along those same lines, let us also understand that it is not necessarily the will of God that all should be healed. He has a purpose and a plan for all things, and all of His purposes are good. With that being
said, please understand that every person that a priesthood holder lays hands on and blesses, will not necessarily be healed. Also, some may be healed instantaneously, and some may not receive their healing for a period of time.

Finally, we need to understand that people all over the world (not necessarily just members of The Church of Jesus Christ of Latter-day Saints) are healed of various ailments every day, every hour of the
day. Therefore, no religion corners the market on people getting healed or not getting healed. God alone chooses the vessels (people) that He needs to act in His name to administer to His children at the precise time and place that they are needed.

Luke chapter 9 addresses this in the saviors own words:

49 And John answered and said, Master, we saw one casting out devils in thy name; and we forbad him, because he followeth not with us.
50 And Jesus said unto him, Forbid him not: for he that is not against us is for us.

I realized it's specific to casting out devils, but in my eyes it's not a stretch to consider healing in the same context.

Latter Day Saints teach that everyone has the Light of Christ. We learn in the Doctrine and Covenants that another name for the Light of Christ is the Spirit of Christ (D&C 84:45-46).
