The soldiers would have their duty to carry out their orders, including crucifying this Nazarene carpenter whom their prefect, Pontius Pilate, had legally IAW Roman law had condemned to death. As the penalty for derilection of an individual soldier for deriliction of duty was death, and if a unit failed egregiously, decimation, they had no other choice but to carry out their sad duty. Hence why the Savior could say, "Father, forgive them, they know not what they do."
I'm not so sure about Governor Pilate, his hand-washing notwithstanding. Look up the fate of the so-called "Tiger of Malaysia", Gen. Yamashita, who was hanged in 1946 for the attrocities committed on the Bataan Death March. His story is taught at the Army's Command and Staff College on the subject of "Command Responsibility".
