					<description><![CDATA[It would be ideal if the Church could contract with companies owned by faithful members only for purposes of temple building.  The reality of a high-value construction project like an LDS temple is that even in areas where there are quite a few members, there are still permits to be obtained and the sensitivities of the locals to consider.  Consider the challenges of constructing the Freiburg Germany Temple, considering that at the time it was proposed and built that it was in the DDR.  In fact, the idea of building it was actually suggested to the Church by the then-DDR &quot;Kultur&quot; Minister, as an alternative to the arduous process of East German members obtaining the necessary visas to go to the Swiss or London temples.  The Church did build it out of the best that was locally available, but was understandably concerned that once built the new temple might be seized.  As the Berlin wall came down but a few years hence, this fear was never manifested, and this Temple was upgraded to a standard considerd acceptable, including the installation of air conditioning, something not readily available in the erstwhile DDR.]]></description>
