Missionaries are not to swim on their missions for safety reasons. We were told that in the mission training center. It has nothing to do with the devil having power over the waters. That story is just an Mormon urban legend.

It is sometimes believed that this comes from the revelation quoted by Gramps however I doubt that. Think of two things. The first is that we have 83,000 and we want to keep them all safe! That is an incredibly humongous task. The second is because of the culture and clothing that is found on beaches and in swimming pools. Besides the fact that it is a waste of time.
