I was in a situation where I had had a nervous breakdown and couldn't work, while waiting for my SSI Hearing, I was helped with Fast Offerings. The only thing on the list mentioned above that was not a visual necessity was DSL. The reason the Bishop kept it paid was because I am a Ward Blog Missionary and require internet service to post; I was also job searching and had a small freelancer job posting on a forum, and lastly, I was doing Genealogy Indexing which cannot be done on dial up. So there are legit reasons why something seemingly unnecessary really is needed.
