Perhaps Quorum of the 12 doesn't necessarily mean they must have 12 members all of the time. Remember Alvin R Dyer was set apart an apostle but never added to the Quorum. When President Hinckley was called to be a counselor in the First Presidency, Neal A Maxwell was called to the 12 to fill the vacancy that President Hinckley left, thus creating, 16 apostles. Interestingly, President Hinckley was called as an apostle to fill the vacancy when Hugh B Brown was called into the First Presidency creating 16 apostles. In fact, President McKay had 5 counsellors at one point. The first quorum of the 70 doesn't have 70 members either...

Here are my thoughts on the subject. During the times of Christ, He was at the head of His church, with the help of his 12 apostles. Christ was perfect, and therefore could be a perfect leader, and lead the 12 apostles. Today, we need a living representative of Christ, since He is not physically here. That living representative is our Prophet, but since he is human and not perfect, it's necessary that he has 2 counselors. The 12 apostles exist today as they did in the original church. The first presidency fill in the physical necessity of Christ, yet are also apostles.

It is taught in doctrine that the organization of the church will alot like how it will be in haven. Three at the head then the prophets then the seventy the stake leaders etc. We are set up down here much like and in the same way it will be found in heaven. God the Father being at the top then his son Jesus Christ, the Holy Ghost, then things branch off to others, then yet to still others and so on much like the order that you see in your church today. All of them doing what god wants.
