Our imperfections follow us into the Spirit World, for when we leave this mortality the veil is not yet lifted for a time, and our probation continues until resurrection. The Spirit World is indeed organized into congregations, only the organization is adjusted to compensate for the separation. There are also callings and offices we are unfamiliar with as they are reserved for that sphere of progression.
On the bright side activities and welfare programs are no longer centered on food and shelter, which is a huge distraction for us here in mortality.
Please take my comments as personally informed speculation. Thanks!

That's simply a consequence of our imperfections as people who aren't actually Christ. It's logically inefficient for Him to simply call all the shots, all the time, for everyone, and it offers us no opportunity to learn and grow in any sort of leadership capacity, so He organizes us and allows us to use that order to govern ourselves to a large extent. I expect that this will continue in both paradise and the celestial kingdom, though we'll have advancing levels of experience, capacities for communication, and sifting of willingness to further the work.

Having lived all over and in many Wards I really hope the Lord has a much better plan in the next life. So much of what we do in Wards is packed with time wasting activities of little spiritual, social, or personal value.
