Dear Gramps,
I remember reading over 40 years ago when I joined the Church that the devils on this earth were the most rebellious in all creation. I think Brigham Young may have said that. I have many books but have vision problems…Hence I ask.
John, from St. Joseph, Missouri

Dear John,
I have not been able to find such a specific reference. However, I did find the following quote by Brigham Young—

“God has commenced to set up his Kingdom on the earth, and all hell and its devils are moving against it. Hell is yawning and sending forth its devils and their imps. What for? To destroy the Kingdom of God from the earth. But they cannot do it” (Teachings Of Presidents Of The Church: Brigham Young, p.323).

However, an easy deduction to the thought you pose could be made from the following scripture—

Wherefore, I can stretch forth mine hands and hold all the creations which I have made; and mine eye can pierce them also, and among all the workmanship of mine hands there has not been so great wickedness as among thy brethren (Moses 7:36).

Since this scripture tells us that the earth on which we live is the most wicked world in the universe, it would be logical to conclude that the most powerful emissaries of the evil one would be stationed here.
