Why is the angel Moroni not on the Mesa AZ temple? Are there other temples that do not have the angel on the spire? If so, why?

There are currently 8 temples that do not have the statue of the Angel Moroni. They are the St. George Utah, Logan Utah, Manti Utah, Laie Hawaii, Cardston Alberta, Mesa Arizona, Hamilton New Zealand, and Oakland California temples.
The reason that the Mesa Arizona, Laie Hawaii, and Cardston Alberta temples do not have the statue of Moroni is that they were designed with no spires. Though the St George Utah, Logan and Manti temples have towers, they are topped with weathervanes instead.
