What is the LDS Church stance on being a surrogate mother?

The Church Handbook of Instruction, vol 2, section 21.4.16 (Surrogate Motherhood) states: “The Church strongly discourages surrogate motherhood.” If you and your wife feel that you should use a surrogate or be a surrogate, then be sure to include the Lord and your Bishop in your counsel.
