The Book of Revelations says that the New Jerusalem will come down from heaven and the Doctrine and Covenants says that it will be built, which is right?

Dear Gramps,
In the book of Revelation, John says he saw a vision of the New Jerusalem coming down from God out of the heavens so to speak, but in the Doctrine and Covenants it says that the New Jerusalem will be built, can you help me understand this?

Dear Andy,
So there are sixteen Philadelphias and only two New Jerusalems.
